In the guide for installing OpenWrt on this router, it says for US versions you need to navigate up to the parent directory from the given link (which in my case for v2 is http://downloads.openwrt.org/releases/18.06.4/targets/ar71xx/generic/openwrt-18.06.4-ar71xx-generic-archer-c7-v2-squashfs-factory.bin). I checked in blah/blah/blah/ar71xx but I don't see anything related to region - just generic/, mikrotik/, nand/, and tiny/. Has something changed since that documentation was written?

You've gone up one too many folders. Just stay in the generic folder.
