For anyone reading this later:
router with 128 MiB RAM should be fine for Tor, even for relay.
MaxMemInQueues might need tweaking, though:

I've been running a tor relay on my OpenWRT router for a few years reliably ... even if the router only has 128 MB.

MaxMemInCellQueues minimum of 256MB is still too large for low-RAM relays...
