But reasoning and to be able to differentiate is borderless I would say.
As the act of leeching wifi and being cheap on 70 dollar while still buying the effing ticket for a effing cruise ship does not threaten the safety of the captain and his crew nor their passenger I would assume a drop off would be a little bit harsh. Even if I would be the captain.
A better punishment is to throttle the line to 128 kbit/s.
