There's something confusing about this device: is it always advantageous for me to stay on the latest version, or is it more advantageous for me to stay on the most trouble-free version?

If you don’t need the latest features, staying on the latest minor version of the non-EOL major version of your choice is my recommendation.

Which version do you recommend for the device I have?

Seems like you’re already on 24.10, if it works then there’s no reason to change it. Consider upgrading to 24.10.4 when you have time. Remember to back up your configs.

I say use all CPUs on the network interface, I turn off software stream acceleration, I open sqm, my download speed seems normal, but I see 13-14 mbps download, there is no problem with the site I downloaded from, so I downgraded the version.

That is self-inflicted damage. Single site in no way represents the internet.
