Adding custom file to backup/upgrade keep files list

Greetings,

I have a hotplug config file doesn't seems to get preserved while backup or upgrade.
how can I add it? I'm building the fw myself so pointer to the right location can help too

Add the file to "/etc/sysupgrade.con".
