A mystery regarding TL-MR6400 LTE modem

I have two MR-6400 v7 routers with LTE cards in them (MBIM settings on modems). Everything is set the same on both routers.

Both cards are registered in LTE network, both are getting correct IPs and on both routers I have Virtual dynamic interfaces characteristic for MBIM.

I have a private LTE network with some devices in it, not publicly visible, with LTE cards in both routers belonging to that LTE network.

One of my MR-6400routers can ping other devices in the LTE network, and is visible from the remainder of the LTE network, and the other is not!

I can normally ping the LTE card on the problematic router from the PC connected to it via Ethernet.

The firewalls are set the same on both routers, allowing everything.

What can be the problem here?

Are they getting public IP or some kind of CGNAT address?

They are getting a CGNAT address from the same range.

In one moment they were both working fine, then I turned off some IPv6 settings on one router to try whether it will work without them and from that moment I couldn't make it visible form the rest of the network any more. I turned those settings back on, nothing. Reinstalled the OpenWRT image and did everything from the beginning, nothing. A mystery.

UPDATE: I switched LTE cards and now both routers are visible on the LTE network. Go figure.
