802.11s is connected between the two, 802.11r is disabled.
I have verified the SSID's are the same, no spaces, no slashes, same channel, same transmit power, same password but they show up twice on all my devices. From what I read they should merge no?
SSH into your routers and post the output of ubus call system board
and the contents of /etc/config/wireless
for each router.

I forgot to tell you to redact your passwords. Sorry.
But looking at the config of the second router, I see that the two 2.4GHz networks, DecoColombia and Maravilla, have a space at the end of the SSID. You can tell because there's a space just before the last single quote.
Fix it on Luci or editing the file and rebooting.
Another thing is that you have two SSIDs disabled on the first router. You can delete them if you don't need them.
Also, you did fine to only use the radio1 for the Mesh backhaul and not use any other SSID there.
I checked that in the gui and I didn't see a space, weird. I am going in again to check. Password is fine I just threw this up at a temp location. And yes I did read that about keeping the mesh radio separate, I am on a farm so there isn't much overlapping out here from neighbors
well crap I checked again and saw the space lol. I probably looked at it over a dozen times. I am killing those disabled ssid now as well.

Any reason to max out the power on the 802.11s? They are only 20 ft from each other but these homes are made of solid brick with tons of rebar, no wood studs here. I have it at 158mW right now and I am at -75 dbm

20m is a lot with concrete walls like we use in South America (I'm in Venezuela). In the US, they look like they use cardboard as walls (kidding ;P). You need to place the routers closer or yes, ethernet as backhaul.
I have set up 802.11s at my GF's apartment and both routers are at like 5m but because of the thick walls, I get a massive speed hit. Also, the routers are dual band only.
We're neighbors cool! 20ft = 6 meters. I dropped it down to 100mW and it improved. The finca is under construction so once I get the drilled bits to go through all this tile I will run the copper. Drywall cardboard lol, but easier to run plumbing, wire, though. Everything here is always a messy project with hammers and chisels I have learned.
Oh wow, yea luckily I brought tons of networking equipment from the states because good equipment here in CO is $$$$$
