4G or 5G router recommendation for import into Russia

My mother, who still lives in Russia, has a TP-Link Archer C7 v2, which needs to be replaced with something better. Here "better" means not just the raw speed, but also the ability to run censorship circumvention tools other than just an SSTP client. For example, a foreign SIM in roaming.

So I thought, let's buy her a GL.iNET Spitz AX (GL-X3000), while I am still outside, and bring it physically through the border. But then, on the purchase page, I was met with this helpful note:

The cellular feature is restricted in Russia, Belarus, Cuba, Iran, North Korea, Syria, and the Crimean Peninsula due to modem limitations.

Thanks GL.iNET for publishing this and giving me enough warning so that I don't buy a product that won't work due to sanctions enforced at the modem firmware level.

So - is ASUS 4G AX-56 (confirmed working by a sales person in Russia) still the best device on the market that meets my needs? Can anyone confirm whether Huasifei WH3000 Pro (or, for that matter, any 5G router mentioned in OpenWrt ToH) also works?

EDIT: Bought Huasifei WH3000 Pro anyway for my own purposes, it's cheap enough to risk. EDIT 2: and now I regret it. the unit is not fanless.

EDIT 3: I totally understand that some of the readers know the answer but are not allowed to post it, as it's illegal to help me in circumventing or circumnavigating sanctions. @moderators Please delete this topic if it is illegal for this forum!

This is bullcrap:
The West no longer supports vpns.

Some of us are restricted from answering legit questions.

But,
everything you need is searchable.

Read up and then ask, less definitive answers.
Total BS!

OK, thanks for the hint, information does exist elsewhere. Apparently, there are two versions of this device, one with a Quectel modem (won't work), and one with Fibocom. I don't know which modem is in my order.

EDIT: the seller said I have to install the modem myself, so I bought a Fibocom FM350-GL modem separately.
