Maybe it was required before; I've never done a restore of the config.
I just save the configs via luci. They end up being tar files (safari is what I'm using).
I assume safari did not touch them.
When I try to restore after upgrade to 23.05.2 the files are complained about.
So I compress the files, emacs dired 'Z' or 'z', I can't remember but my fingers do.
Then referring to the new ".tgz" file, all is well.
This is NOT INTUITIVELY OBVIOUS!
Well, it is/was safari "helping" me. It automatically "opens" "safe" files. For gzipped files, this means unzipping them. Thanks, safari! This can be defeated by safari/preferences/general/open "safe" files after downloading checkbox turned off.
OR re-zip them after the download.

Safari is indeed a known offender regarding this behaviour (also in cases where doing so might be even more harmful).
