[18.6.1] FW is missing some utilities

Hi,

I've built the owrt 18.6.1 FW using my older .config file and have noticed that 'flock, ip, sha256sum' are missing. These apps are needed by sysupgrade, mac80211.sh, and flock is used by procd.sh. Is is only me because my older .config were not properly integrated or is it a bug?

I've got a fresh 18.06.1 and it has the ones you mention as part of BusyBox v1.28.3 () multi-call binary.
